Monitoring and Risk Moderators (Tertiary Education Sector)

New Zealand Qualifications Authority (NZQA) is inviting Registrations of Interest for a Contract role of Monitoring and Risk Moderator for the following subject areas at New Zealand Qualifications Framework (NZQCF) levels 3-9.

  • Early Childhood Education (ECE)
  • Engineering - Mechanical, Electrical and Civil 
  • New Zealand Certificate in English Language (NZCEL)
  • Construction
  • Information Technology
  • Business
  • Business Informatics

Contract: Independent Contractor

Location: Remote, New Zealand-wide

Rate: $80 per hour

Role definition

Monitoring and Risk Moderators assist NZQA monitors to carry out programme monitoring activities.

Monitoring and Risk Moderators evaluate programme documentation, assessment materials and learner work to ensure that Tertiary Education Organisation (TEO) assessment materials and assessor decisions are fair, valid, consistent and appropriate to programme and /or micro-credential learning outcomes.

Applicants must have a sound understanding of the principles of quality assessment practice and the NZQCF. They will have relevant industry experience, current or recent experience in delivering and assessing unit standard and/or non-standard based tertiary programmes and hold one or more of the following:

  • a relevant qualification at NZQCF level 7 or higher, or have demonstrated equivalent knowledge and skills (for some monitoring a level 9 or higher is necessary)
  • an adult education and training qualification at NZQCF level 5 or higher, or have demonstrated equivalent knowledge and skills
  • unit standards 4098 Use standards to assess candidate performance, or 30421 Carry out assessments against standards to make judgements of learner performance; 11551 Moderate assessment, 11552 Design and evaluate assessment materials, or equivalent knowledge and skills.

Key responsibilities

Monitoring and Risk Moderators:

  • Carry out moderation of student assessments and verify assessor decisions for unit standard and non-unit standard based programmes
  • Evaluate TEO assessment practice information and make recommendations 
  • Liaise closely with Monitoring and Risk Monitors
  • Write quality reports in accordance with NZQA policies, templates and instructions, and considering purpose, audience, and context
  • Work to tight timeframes and quality standards.

Knowledge, competencies and skills

Applicants will have the following knowledge and skills:

  • Proven relevant moderation experience and current teaching and assessment experience in the subject areas mentioned above at NZQCF levels 3 – 9
  • In-depth understanding of the NZQCF, assessment and moderation in the tertiary education sector 
  • Sufficient knowledge, experience and expertise to establish and maintain credibility with TEO academic staff
  • Knowledge of the rights and responsibilities of the partners of the Treaty of Waitangi in an educational setting
  • Clear and effective communication (oral, written, interpersonal)
  • The ability to work to stringent deadlines
  • Sound judgement in decision making
  • The ability to implement and maintain appropriate administrative and communication systems.

Availability

Ability to evaluate assessment documentation and produce moderation reports for submissions of learner work within 10 working days. Submissions typically comprise up to 9 pieces of learner work. 

Resources

Moderator training is provided for successful applicants prior to the first allocated moderation task.

Please note: This is a remote working role. Monitoring and Risk Moderators must have access to a computer and the internet and own basic office facilities.
